Hi Riku; If your belt is silent when dry then that indicates the tension and centering of the belt must be close enough, and that's as good as it gets. Water does funny things to machinery, it makes exposed chains and gears run quiet and it makes belts noisy. Those rails look like they give a lot of support to the fender by way of stiffening the sides to prevent twisting and at the same time help to give suppport for download. If you take them off and ride a passenger, there will probably be some twisting of the fender which might result in total failure which in turn would put the passenger and the fender right down on the rear tire. Not a pleasant thought at, say, 50 mph. Frank M.
